The prohibitions against offering a blemished animal apply regardless of whether an animal’s blemish is permanent or temporary, as per Deuteronomy 17:1: “Do not sacrifice to Hashem your God an ox or a sheep that has a blemish.” Our oral tradition teaches that this prohibits offering an animal with a temporary blemish, such as an animal with a moist patch of skin or a boil. If someone offered such an animal, he is subject to the penalty of lashes.

The rules of blemished animals apply not only to the offerings of Jews, but also to the offerings of non-Jews. If a kohein offers such sacrifices and the animals are blemished, he is subject to lashes as per Leviticus 22:25: “From the hand of a foreign national you shall not offer the ‘food’ of your God from any of these.”
